As per Variety’s discussion of the eligibility rules for the 94th Academy Awards in 2022:
For the 94th and 95th Oscars ceremonies, scheduled for 2022 and 2023, a film will submit a confidential Academy Inclusion Standards form to be considered for best picture. Beginning in 2024, for the 96th Oscars, a film submitting for best picture will need to meet the inclusion thresholds by meeting two of the four standards.
The content of this form remains confidential, but might be made available to interested academic research projects for review and study. The data from the completed forms could be studied and analyzed, with the goal of refinement via external review before the beginning of the formal requirement in 2024 . The MMRL team is eager to extract, transform, and load any shared or contributed data into our analytic framework (which has been focused on on-screen representation up to this point). The ability to work with the authoritative data set of back-of-stage cast and crew identity information is of major interest and has already come up multiple times in internal discussion.
